Eldeco vs Rudra: Watch out for the hidden costs!

My kids' school admission is next year, need a bigger 3BHK ASAP. Eldeco Sylvan View is ready to move, but the OC and PLC charges are insane, almost 10% extra! Rudra Buildwell Jagdambe is cheaper upfront, but under construction matlab another 2-3 years of EMI plus rent. Carpet area wise, Eldeco seems better for the price. Anyone else faced this? Which is less risky for a family, considering resale later? My wife's priority is safety, so gated community is must. Hope this helps someone!
