After years in real estate, buying in Chandigarh is a maze

Since January I've been shortlisting flats in New Chandigarh, especially around Omaxe. I work in real estate but apna ghar lena is so different, yaar. Builders like Raheja Universal quoted ₹78L for a 3BHK, but negotiation kitna possible hai? Matlab, kitna off kar sakte hain? Aur broker ke through lena better hai ya direct builder se? Kya spot discounts sach mein milte hain?
