Alpha II drainage: a monsoon disaster waiting to happen

2 out of 3 monsoons, Alpha II ki roads literally become rivers. My first year, I thought it was a one-off, but no. Civic cleanliness bhi issue hai, stray dogs are everywhere. Is it just my block, ya poore Alpha II ka yahi haal hai? Daily life mein bahut dikkat hoti hai, yaar.
