Honestly, resale value will depend on how much you're getting it for. If it's significantly lower than other projects in Sector 4, maybe it's worth the risk. But do your due diligence!

Exactly! Mere relative ka paisa phasa hua hai dusre Amrapali project mein. Don't even think about it, U1.
But aren't some Amrapali projects being taken over by NBCC? Maybe Green Valley is one of them? Worth checking RERA records.
Construction quality is definitely a concern. I visited a friend who lives there, and the finishing is subpar.
