Are floor-rise and PLC worth it in Greater Noida?

Been looking for a 3BHK in Greater Noida for my growing family; safety for the kids is key. I'm seeing significant floor-rise and PLC charges on units, especially near Pari Chowk. Is paying that premium for a higher floor or specific location really worth it? Does it add real value for an end-user, or is it mostly fluff?
