Are hidden costs making Bangalore property too risky for NRIs?

Hidden costs in Bangalore properties are my biggest fear as an NRI investor. I'm based in Dubai, can't do site inspections for Bren projects near Bangalore Fort. What are the actual costs beyond stamp duty? Can preferential location charges (PLCs) be negotiated, or are they fixed?
