Are negotiation efforts pointless in Greater Noida?

2% negotiation on a Gaursons 2BHK in Sector 121? I'm in Dubai. Everyone glorifies negotiation, but builder's hidden charges like OC/PLC at possession are the real loot. That 2% discount feels useless then. Change my mind.
