Are stamp duty and registration always a surprise in Sohna?

Visited Imperia Structures project in Sector 38 last weekend. Kids are out, need a manageable 2BHK, resale done. Quoted ₹1.2 Cr for a 2BHK, but then the broker started listing separate stamp duty, registration, other 'miscellaneous' charges. Matlab, why isn't this all-inclusive? Lagta hai they keep adding until possession. Is this normal in Sohna? Anyone faced this with Imperia or other builders?
