Bangalore builders: negotiation is a myth for NRIs

Budget finalised, loan pre-approved — now I'm stuck on Whitefield Ext pricing. I'm based in Dubai, so site visits are hard. Advaitha Ventures is quoting ₹1.3 Cr for a 3BHK. Is negotiation even possible on this, or are hidden charges like PLC and OC just added later? Pre-launch pricing feels like a bait for NRIs. How much can I *really* knock off?
