OP, you're not wrong at all. I bought a flat in 2020, and the amount of 'additional charges' that popped up closer to possession was ridiculous. EDC, PLC, legal fees, then corpus fund for maintenance, BESCOM connection charges, BWSSB. It added almost 10-12 lakhs to my initial agreement value. They show you a base price, then slowly bleed you dry. Always ask for a detailed breakup of *all* possible charges upfront, get it in writing, even if they say 'it's estimated'.
