Bengaluru property: Is true negotiation even possible?

Visited a couple of Keya Homes projects in Deepanjali Nagar and Basaveshwaranagar last weekend. Kids have moved out, so don't need such a big place, looking for something manageable with an elevator. Sab bolte hain builders se negotiate karo, but I'm telling you, new projects mein it's a total joke. They barely budge. Is it just me or do new flat prices in Bengaluru have zero negotiation scope? Aur ye hidden charges, registration ke time pe they spring so many surprises. How to get a proper all-in cost upfront? Change my mind if you've actually negotiated well on a new flat.
