Builder delays & RERA: Is it just for show?

Okay I'll be honest — I thought my real estate experience would make this easy, but buying in Bangalore is next level. I'm looking at a 3BHK near Sarjapur Road, eyeing Sobha Royal Pavilion Phase 8. Builder track record check kar raha hoon, but Chaitra Constructions ka RERA registration pe thoda doubt hai. If builder delays, RERA complaints kitne effective hain? Is it just on paper, ya actual relief milta hai?
