Builders' OC timelines for Noida are totally unreliable, right?

Has anyone actually received OC on time from SM Homes lately? I'm based in Dubai, and can't easily check progress myself. I'm looking at a property in Sector 117, but I'm worried about delays. Kya scene hai? Should I even consider under-construction given all the RERA cases I've read about? Is ready-to-move worth the premium, or is that just sunk cost? I need a property manager eventually too. Honestly not sure how to manage all this sitting so far away. Is getting a power of attorney for someone in India the only way? Kitna black money chalta hai in Noida still, and is my white money safe? Any advice would be helpful!
