Can builders add charges after agreement?

Been waiting 2 years now for our DLF project in Saket, promised possession by last Diwali. Now they're demanding extra PLC for 'view advantage' not in the original agreement. My wife's priority was a safe 3BHK for the kids. Is this normal? Did anyone challenge these surprise builder charges?
