Chandigarh property appreciation period ending

Did some deep research on Chandigarh real estate from Dubai. I'm considering New Chandigarh ya Aerocity for a 3BHK. Market sentiment positive lag raha hai, but abhi investment karna sahi time hai kya for good appreciation? Can't visit sites myself. What about the resale market, is it healthy for NRIs?
