Chandigarh property: Where do real discounts even exist?

Spent the whole Sunday checking out options in Rasulpur, especially Omaxe projects. Honestly, everyone talks about negotiating hard, but my recent experience buying a 3BHK for ₹1.8 Cr in Aerocity just 3 months ago showed me something else. Spot discounts are almost non-existent with big builders. It's more about PLCs or better payment plans. Should we just accept the listed price or are secondary market deals the only way to get a real discount? Disagree? Tell me why.
