Chandigarh stamp duty adds too much to flat cost

Did a site visit to Sector 24C for a compact 2BHK. Kids settled abroad, so now looking for a smaller, manageable place. My main concern is the final total cost. Stamp duty and registration charges, kitne lag jaate hain? Is it fixed on circle rate or agreement value? Any scope for negotiation there, yaar? Don't want any surprises after selling our old property.
