Completed projects: OC issues affecting ROI?

Did some online research on MSX Group Alpha Homes. Builder bola completed, but suna hai OC ka issue abhi bhi hai. From Dubai, I'm worried about rental yield and resale potential if OC pending. Meri investment fas jayegi kya? Anyone faced similar with MSX in Greater Noida? Kya solution mila?
