Confused about power backup claims in my new flat

Just moved into Ansal Aastha Mig Zone last month, aur power backup ko leke thoda concerned hoon. Brochure mein full flat backup bola tha, but abhi toh sirf common areas hi chal rahe hain. Mera fridge aur AC bilkul off ho jaate hain light jaane par. Is this normal? Ya builder ne sirf common area backup hi diya hai? Maintenance charges toh poore lete hain. Has anyone else faced this problem here? Not sure if I should complain or if this is standard practice in Rajkot.
