Essential Homes, Sector 31 – is negotiation even a thing here?

Sector 31, Noida Extension – planning to invest in a 2BHK, maybe at Essential Homes. My budget is around ₹75-80L. Honestly, not sure if negotiation really works here. Builders usually quote fixed prices, but I've heard people still manage to get some discounts. Kya kisi ko pata hai, kitna realistic expectation rakhna chahiye for negotiation? Like, 2-3% ya usse zyada bhi possible hai? Also, secondary market deals pe zyada negotiation scope hota hai kya, compared to new projects? Parents bolte hain resale mein bargaining achhi hoti hai. And are floor-rise premiums and PLC worth it for an investment? Don't want to overpay for something that won't give good ROI later. Thoda guidance chahiye.
