First home: Is negotiation even a thing?

₹78 lakh for a 2BHK in Krishna Kunj seems high even for Ansal API. It's an under-construction project, ready in 1.5 years. Builders say prices are fixed, but my parents insist on negotiating. Is it actually possible to get a better deal on the quoted price in Rajkot? What's your experience?
