Ghaziabad investors: Is pre-launch truly a discount?

Okay I'll say what no one says: pre-launch pricing is mostly a scam for investors. I'm so fed up of renting in Ghaziabad, finally want to buy something near Krishna Vihar. Dekh raha hoon AIMS MAX GARDENIA DEVELOPERS ke projects bhi. Everyone talks about early bird discounts, but isn't it just a way to lock your money with vague promises? Mera budget ₹70L ke aas paas hai for a 2BHK. But I'm worried about all those hidden charges like PLC, OC, maintenance corpus jo baad mein aate hain. Is it even possible to get a clear all-in cost upfront in Ghaziabad? Or do builders always spring up new charges right before possession? Change my mind if you think pre-launch is actually smart.
