Gulmohar Estate: Resale flat or wait for new construction?

Been checking out Gulmohar Estate for a while now. Kids have moved out, so don't need such a big place anymore. Thinking of a smaller flat, but resale vs new construction mein confused hoon. Heard there are some decent resale options available. Anyone has recent experience with buying resale flats there? What's the appreciation potential like? Also, how's the hospital access? That's a big priority for me and my wife. Security bhi important hai, especially at night. New construction mein OC milne mein time lagta hai, toh resale better rahega?
