Gurgaon price negotiation is mostly a myth, right?

Since January I've been shortlisting flats, mostly along Dwarka Expressway for investment. Builders seem firm on 2 Cr+ prices. How much can you realistically negotiate? What hidden charges typically pop up later, post-booking?
