Absolutely, you should be checking those long-term plans. My cousin bought a plot in Badshahpur years ago, banking on the proposed road widening. Till date, that road is a mess, and his property value hasn't appreciated as much as he hoped. For govt resources, check the Haryana Urban Development Authority (HUDA)
