Since January I've been shortlisting flats in this city, looking to upgrade from my 2BHK in South City II. New projects like Birla Estates Gurgaon are steep. I'm wondering if buying a resale 3BHK is better for negotiation. Can you actually get a decent discount on secondary market properties, or are those prices pretty firm too? What hidden costs should I watch out for there?
