Gurugram investors: Is PLC worth the premium in Sector 60?

Is PLC (Preferential Location Charges) worth it in Gurugram, especially for a higher floor in Sector 60? I'm looking at an ATS project, thinking of upgrading from my 2BHK. Builder bol raha hai spot discount possible nahi hai. Kya secondary market mein better deals mil sakte hain? Already have a home loan, har penny matters. Any ATS negotiation experience?
