Investor's dilemma: Maximizing deal value

Visited a few 3BHKs near Aerocity last week. Builders are firm on ₹1.8Cr for a good unit. I'm seeing a pattern: they're less rigid on PLC or payment schedule if you push hard. For an investor, is leveraging payment terms actually a bigger win for total acquisition cost than just the base price in Chandigarh? Thoughts?
