Is Bangalore RERA just a paper tiger?

My EMI pre-approval done, eyeing SNN Estates Sarjapur Road. RERA complaints ka kya scene hai? Everyone says it's protection, but off the record, is it actually effective for delays or title issues? Builders play games, I know. What's the real ground reality if things go south? Change my mind.
