Is floor-rise premium worth it in Chandigarh?

Since January I've been shortlisting flats in this city. Fed up of renting, yaar. My landlord just raised rent again, so this EMI vs rent math is finally making sense for me. Dekha hai maine kuch options in Sector 24C, 3BHK ke liye ₹1.5 Cr tak jaa raha hai. Builders ka yeh floor-rise premium aur PLC, is it really worth it? Like, 4th floor pe hone se kya extra milega? Sometimes I wonder if secondary market deals are better, wahan negotiation ka scope zyada hota hai kya? Koi experience share karo, should I just bite the bullet on new construction ya resale mein koi hidden gem mil sakta hai?
