Is negotiation better on resale flats?

Is it easier to negotiate prices on resale flats than with builders directly? Fed up of renting in Tellapur, finally taking the plunge. My landlord just hiked rent again, so EMI vs rent math is clear now. Salarpuria Sattva here feels fixed on price. Should I look at secondary market options instead? Can you really knock off more there? Any hidden costs in resale I should watch out for?
