Is negotiation truly dead for Chandigarh properties?

My kids' school admission is next year, so I need to finalize a 3BHK in Chandigarh soon. Everyone says negotiation is dead here, but I think that's just builders like Godrej or Omaxe trying to scare us in Mohali. Why do people accept these 'no negotiation' policies? Kya koi actual spot discount milta hai ya sirf PLC adjust karte hain for Sector 44 flats? Also, hidden charges like maintenance deposit, club membership... honestly, kitna extra lagta hai on top of the quoted 90L for a 3BHK? I'm convinced there's always room to haggle. Change my mind.
