Is NRI investment in Gurugram still a good bet?

Did a site visit to Emaar Palm Hills in Sector 77 last weekend. Prices are quite high now. I'm considering buying for my brother jo abroad rehte hain, maybe a 3BHK. Is NRI investment abhi bhi worth it in Gurugram, especially with Dwarka Expressway completion? How do you guys manage paperwork and due diligence remotely? Any specific builders like M3M or Godrej ke saath experience?
