Is under-construction in Noida still too risky?

Rudra Buildwell Projects has some good deals in Sector 62A, but it's all under construction. My wife's priority is a safe area for the children. Honestly not sure about the risk of delays. Need at least a 3BHK. Is it worth saving some money or should I just stick to ready-to-move? Any thoughts?
