Is under-construction property in Delhi ever worth it?

Did a site visit to a Godrej project near Vasant Kunj last weekend and honestly, I'm so frustrated. They promised possession by Q4 last year, but it's nowhere near completion. Now I'm stuck with construction-linked payments for nothing. Is this normal? Are DLF or Tata Housing better with timelines? Thinking maybe RTM is safer, even with the higher cost. Fed up of renting, but this delay is stressing me out.
