Just moved into Ansal Aastha Mig Zone – power and water reality check

Is the full flat power backup in Ansal Aastha Mig Zone actually working as promised? Just moved in last month and it's feeling like only common areas get backup. Facing issues with water supply too. Is this normal or am I missing something? What's your experience with power and water here?
