My colleague lives in Agrahara Layout, which is somewhat connected to this area, and he says it's all about elevation. If your society is built on slightly higher ground, you might be okay. But if it's in a low-lying pocket, even good internal drainage won't save you from the surrounding water. Always check the topography of the land before booking, if possible. Google Maps elevation data can give you a rough idea.

Agreed, BBMP ka kaam hi problem hai. Builder kya hi karega road pe.
BEML Layout is generally better, being a planned layout. But even there, the main connecting roads to ORR get flooded. Builder claims are one thing, but unless the BBMP improves the main storm drains, it's always going to be an issue. Saw a project there, price was good, but the approach road was a big concern.
Dekho, I bought a resale flat near Kaggadasapura lake road about three years ago. The first monsoon was okay, but last year, it was bad. Not inside the society, thankfully, but the approach road from the main Kaggadasapura road to my society used to get really choked. Traffic was a standstill, and bikes were literally floating. If you're looking at properties closer to the lake or low-lying areas, be extra cautious. My builder had promised 'state-of-the-art' drainage, but the municipal infrastructure outside is the real problem.
U5, I'm talking about the stretch closer to DRDO phase 2. There are a couple of newer projects there. The internal society drainage is usually fine, but the civic drainage system on the main roads just can't handle the heavy rains. Builders usually don't have control over that.
