Khairpur Gurjar: Is it safe for families?

I'm based in Dubai and looking at Khairpur Gurjar for investment. Can't visit, so relying on you all. How's the safety situation there, especially at night? Also, what about water supply? Heard there are power cuts. Need to find a reliable property manager if I buy.
