Kya Noida mein property prices negotiate hote hain?

Visited VKG Group's new project in Sector 21 last weekend. Honestly, price negotiation pe thoda doubt ho raha hai. Builder ne quoted price kam nahi kiya, bolte hain fixed hai. Noida mein actually kitna negotiate kar sakte hain for a 3BHK around ₹1.2 Cr? I'm looking for an investment property, so every lakh matters for ROI. Aur ye PLC, parking, stamp duty ke alawa bhi kuch hidden charges hote hain kya possession ke time? My friend got a shock. Total cost of acquisition pe clarity chahiye.
