Aapka sawaal valid hai. Yes, underpasses have flooded in past monsoons, but GMDA has deployed heavy de-watering pumps recently so water clears in 30 to 45 mins now. Still, if you are driving towards Airport Road (Gurgaon side) during peak thunderstorm, better delay leaving by an hour.
Sahi dar hai aapka. The underpasses do get shut down when it pours heavily, and then traffic diverts right onto the service lanes. Meri cab ek baar 2 ghante phansi thi near Sector 42 when water backed up from the Baharampur Naya side drains. Even with DLF Camellias being a completed project with top facilities, nature does not spare anyone on that belt.
