Marshal Green View's utility claims need scrutiny

Since January I've been shortlisting flats in this city. Marshal Green View looks interesting, but I'm worried about long-term utility issues. Does full power backup mean the entire flat, or just common areas? And water supply reliability—is tanker dependency a real concern there? It impacts tenant retention and resale value, honestly not sure.
