Mohali property entry point confusion: resale vs new

Budget finalised, loan pre-approved – ab Mohali mein property dekh raha hoon. I work in real estate but buying for myself is totally different yaar. Cellular Consultants jaise builders ka new launch toh pata hai, par secondary market mein kya scene hai? Matlab, Sector 60 mein koi underpriced assets mil sakte hain kya abhi bhi? Koi batao, resale properties pe kitna negotiation scope hota hai compared to new projects? Builder toh bolte hain no-price-drop policy, but kuch spot discount mil jaata hai kya off the record? Ya phir wait karna chahiye for a price correction? Really confused about the right entry point for a good ROI.
