Mohali under-construction delays: What are my options?

DLF City Phase 4 — I'm experiencing significant delays with the 3BHK I booked with 4S Developers. It's now more than two years past the promised possession date, and communication has been inadequate. As I'm based in Dubai, conducting regular site inspections or follow-ups is challenging. This investment in an under-construction project is proving quite difficult. I've already disbursed over 70% of the payment, approximately ₹1.5 Cr, and my EMI obligations are ongoing. I'm uncertain about the best course of action. Is RERA proving effective for such prolonged delays in Mohali? I'd appreciate hearing if others have encountered similar issues with 4S Developers or other builders here, and what steps you took.
