My fear of Greater Noida's hidden flat charges

Everyone glorifies the listed price, but nobody talks about the absolute scam that is 'all-in cost' in Greater Noida. My kids have moved out, so I'm trying to sell our big place and find a manageable 2BHK in Sector 62. Spes Construction India Pvt. Ltd. has projects there. The 80L quoted for a flat quickly jumps to 1.1Cr after stamp duty, registration, PLC, parking, and those random 'club' charges. Is any of this negotiable? Do builders really spring these extras on you right before possession? It feels like they hide it deliberately. Disagree? Tell me why.
