My J.P. Nagar flat: unexpected possession costs

The hidden charges at possession for my NS Infra flat near J.P. Nagar extension are completely unacceptable. I'm based in Dubai and can't do a site inspection myself often, so I rely heavily on the builder's initial commitments. My 3BHK was quoted at ₹1.3 Cr initially, but now they're adding substantial amounts for 'utility connection charges' and 'maintenance deposits' that weren't clear in the agreement. It feels like a bait-and-switch, honestly. I'm looking at nearly ₹5-7 lakhs extra, which really eats into my ROI projections for this Bangalore investment. Is this a common practice with builders here, especially for projects off Bannerghatta Road? Did anyone else encounter this with NS Infra or similar projects? What did you manage to negotiate or do about it?
