My Kaikondrahalli 2BHK hunt: Are builders bluffing on negotiation?

₹1.2 Cr for a 2BHK in Kaikondrahalli — is this price fixed? Shanders Group jaise builders bolte hain no negotiation. I don't buy it. Everyone talks 'spot discounts' but what about hidden charges like PLC? Can you really knock off 5-10% here? Lagta hai they just add it back. Change my mind.
