Naya Gaon is worth the EMI savings, right?

Fed up of renting, landlord raised rent again. Finally taking the plunge. Looked at flats near the expressway, too expensive. Now I'm looking at Naya Gaon/New Gaon. Prices are lower, but what's the catch? I'm worried about water supply, heard stories. Also, is it safe walking around at night? What's the real story on power cuts? Anyone living there currently, please share your experience.
