Noida 38: Safe for kids, good for parents?

Since last Diwali, I'm seriously searching for a bigger place. Need at least a 3BHK near good schools, Sector 38 seems central. My wife's priority is safety for the children, especially in the evenings. Is it really safe for kids to play outside? Heard mixed reviews about Sector 38's parks. Frankly, not sure if the property prices are justified. I've seen some ATS projects, they look nice but the maintenance charges are high, right? Also, how's the water situation? Municipal water sufficient or tanker dependency zyada hai? I work from home, so power cuts would be a huge problem. Any insights on the power situation would be helpful. Thinking of resale value later on bhi, so confused! Koi experience share karo please.
