Noida Investment: Under-construction or Ready-to-Move?

Guys, I'm based in Dubai and can't visit Noida easily. I'm thinking of investing near Goyal Colony. Is under-construction worth the risk with builders like Prasu Infrabuild Pvt Ltd? Or is ready-to-move a safer bet, even if it's pricier? Need advice, yaar!
