Noida investors, secondary market deals pe kya opinion hai?

Was supposed to decide by last month but abhi bhi confusion hai. Fed up of renting, landlord ne phir rent badha diya. Noida mein finally investment ka plan hai. Sector 88 mein Legacy Homes ke kuch options dekhe hain. My main question is, secondary market mein negotiation ka scope kitna hota hai compared to new projects? Aur yeh floor-rise premium, PLC wagera worth it hain kya for investment? Matlab, ROI pe kitna impact aata hai? Broker se deal karna better hai ya direct builder se? Koi experience share karo please.
